Ocean Springs Puts a Pause on New Short-Term Rentals: What You Need to Know

Ocean Springs is at a pivotal moment. Known for its coastal charm, arts scene, and walkable downtown, the city is now rebalancing growth and neighborhood character. In August of 2025, city leaders voted to pause the issuance of new residential short-term rental (STR) permits. Although, Commercial zones remain open for STR use.

But what does this mean for residents, investors, and the future of STRs in Ocean Springs? Let’s break it down.

Why the Pause?

The moratorium isn’t about eliminating STRs, it’s about planning smarter. As STR popularity surged, so did concerns about noise, parking, and neighborhood disruption. This temporary pause gives the city time to:

✔️ Gather input from residents

✔️ Review zoning and overlay policies

✔️ Protect the integrity of traditional neighborhoods

How We Got Here

2015–2021: Early STR Rules

  • 2015: First STR regulations adopted with a cap of 35 permits

  • 2019: Cap increased to 50 permits

  • 2021: Cap raised again to 75 permits

2023: Major Zoning Changes

  • Downtown Overlay District created, STRs here are unlimited and exempt from the cap

  • STR Density Zone introduced – capped at 55 residential permits

  • Additional 60 permits allowed outside the Density Zone, bringing the citywide total to 115 residential STR permits (not counting Downtown, which is unlimited)

2024: Porter Avenue Overlay District Added

  • STRs in the Porter Avenue Corridor Overlay are now unlimited and require no public hearing

How are Overlay Districts Effected

  • Downtown Overlay District, Porter Avenue Overlay are currently effected by the moratorium. Commercial zones remain open for STR use.

  • These areas are typically walkable, near businesses and dining, and already designed for higher activity

  • Overlay Districts can help protect quieter neighborhoods while supporting the tourism economy

What About Properties Outside City Limits?

Here’s an important clarification: Not all STRs you see on Airbnb are in Ocean Springs city limits.

  • Homes in Gulf Park Estates, Belle Fontaine Beach, and other nearby communities fall under Jackson County

  • Jackson County has no cap or permit limits on STRs

  • Many STRs you see advertised as “Ocean Springs” are actually in these unincorporated areas

What’s Allowed Today?

Here’s a quick snapshot of the current rules. Keep in mind all residential zones remain effected by the moratorium.
